The Environmental Assessment (EA) is being prepared in accordance with the National Environmental Policy Act (NEPA). NEPA requires consideration of potential environmental consequences of transportation improvements, documentation of the analyses, and making the information available to the public for comment before implementation. This study also includes the evaluation of potential effects to cultural resources in accordance with Section 106 of the National Historic Preservation Act (NHPA).
Travel Demand Forecast — Develop up-to-date travel demand forecasts to support the development of the Purpose and Need for the NEPA document and perform analyses to quantify the extent to which the No-Build and Build Alternatives perform against measures of effectiveness (levels of service, travel time and delays, etc.).
Purpose and Need — Coordinate with the public and other important stakeholders to develop a Purpose and Need statement clearly identifying the project’s aim and objectives that will be used to evaluate proposed project alternatives.
Alternatives Refinement and Analysis — Start with alternatives identified in the December 2017 Route 28 Corridor Feasibility Study and further develop, analyze, and screen Build Alternatives that best meet the Purpose and Need while limiting environmental impacts.
Environmental Inventories and Impact Assessments — Comprehensively analyze impacts of alternatives on natural, cultural, and human environmental resources and identify ways to avoid or mitigate them.
Agency Coordination — Confer with and seek input from federal, state, and local governmental agencies and various other entities throughout the project.
Public Involvement — Provide input throughout the study process by way of this website, public meetings, and a public hearing upon completion of the EA.
Final Environmental Document and FHWA Decision — Documentation of the entire process, including detailed analyses and agency/public involvement. Following review, the Federal Highway Administration (FHWA) could issue a Finding of No Significant Impact (FONSI), permitting the project to continue toward implementation.
